Mailing Standards of the United States Postal Service Domestic Mail Manual. The Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to include a new method of Move Update verification and assessment procedure for evaluating address quality, the “Address Quality Census Measurement and Assessment Process.” This new procedure is applicable to mailers who enter eligible letter- and flat-size pieces of First-Class Mail® and USPS Marketing Mail TM that meet the requirements for Basic or Full Service mailings. In addition, the Postal Service is extending no-fee Address Correction Service (ACS TM ) to mailers who enter qualifying mailpieces. • 2017-10-13; vol. 82 # 197 - Friday, October 13, 2017. The Postal Service is contemplating amendment of the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to address the challenges presented by overweight parcels that make their way into the postal network. To aid us in this effort, we are requesting comments from the postal community regarding a variety of suggested actions to resolve or ameliorate this problem.

The Postal Service is revising its pending proposal to amend Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), to introduce a newly proposed measurement and assessment procedure for evaluating address quality for mailers who enter eligible letter- and flat-size pieces of First-Class Mail® (FCM) and USPS Marketing Mail TM (formerly Standard Mail®) that meet the requirements for Basic or Full-Service mailings. In addition, the Postal Service is proposing to extend free Address Change Service (ACS TM ) to mailers who enter qualifying mailpieces. • 2017-01-13; vol. 82 # 9 - Friday, January 13, 2017. The Postal Service is revising Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) to require the use of Intelligent Mail® package barcodes (IMpb) on all commercial parcels, and to require the transmission of supporting electronic documentation including piece-level address or ZIP+4® Code information.

Included in these new requirements is a per-piece price adjustment for mailpieces not complying with the IMpb standards. The Postal Service is also adding DMM reference to a future requirement to use a complete destination delivery address or an 11-digit delivery point validated ZIP Code TM in the mailer's electronic documentation.
